Introduction
This course aims to provide participants with a comprehensive, high-level understanding of Performance-Based Oversight (PBO) and Risk-Based Oversight (RBO), including their purpose, principles, and practical application within the aviation environment. It also seeks to support participants in identifying effective ways to introduce and integrate these concepts within existing compliance-based oversight systems.
Any civil aviation organisation that is required to have a management system would benefit from PBO. A compliance monitoring programme incorporating human factors and safety management is where industry has been for the past decade, PBO is the next step in the evolution of safety oversight.
This risk-based approach is a measurement of how well company processes are maturing as a result of continuous improvement and guides the accountable manager much better in how to allocate resources appropriately across the business compared to a purely compliance-based approach.

Upon completion of this course you will be able to:
- Define performance-based oversight (PBO) and risk-based oversight (RBO).
- Distinguish performance-based oversight (PBO) and risk-based oversight (RBO) from traditional prescriptive oversight.
- Describe how PBO/RBO fit within State Safety Programme (SSP) and Safety Management System (SMS) frameworks
- Identify appropriate performance indicators, targets, and alert levels for different types of aviation organizations (e.g., airlines, ANSPs, airports, maintenance organizations)
- Describe the steps of a structured safety risk management process (hazard identification, risk analysis, risk evaluation, risk control/mitigation).
- Plan oversight activities using a risk-based approach

Pre-requisites
