Introduction

Based on the Basic Regulation EU 2018/1139, the EU Commission has issued, amongst others, the Commission Implementing Regulation EU 748/2012. Laying down implementing rules for the airworthiness and environmental certification of aircraft and related products, as parts and appliances, as well as for the certification of design and production organisations.

Annexed to this Implementing Regulation EU 748/2012 which has been updated several times since its 2012 issue is the Annex I (Part 21) - Certification of aircraft and related products, parts and appliances. Which in addition to aircraft certification processes addresses the approval of design and production organizations in Part 21 Section A (Technical Requirements) and in Part 21 Section B (Procedures for Competent Authorities).

Next to the Annex I Part 21 to Regulation EU 748/2012 there is an additional Annex Ib Part 21 Light.
Compared to Part 21, Part 21 Light provides a lighter approach to the certification of specific categories of general aviation (GA) aircraft and introduces the possibility for declarations of design compliance and design and production capabilities.

Furthermore, the Commission has amended the Regulation EU 748/2012 introducing the Requirement of the ICAO Annex 19 on Safety Management System for both Design Organisation and Production Organisation.

This course will explain in general terms the legal and regulatory system, as defined in (EU) 2018/1139 and in detail the requirements of Annex I (Part 21) to EU 748/2012, as addressed by Subpart A and G (Production Organisation Approval), including the Acceptable Means of Compliance (AMC) and Guidance Material (GM).

It should be noted that Part 21 Light is not included in this POA course.

A basic understanding of the subjects dealt with in the training course is an advantage but not necessary.

Learning Objectives

At the end of the training course, the participants should be able to have a basic understanding of all the tasks and responsibilities of a production organisation manufacturing products, parts and/or appliances under Subpart G including:

  • Explain the fundamental principles of airworthiness applicable to production organisations under Subpart G.
  • Describe the approval process for production organisations in accordance with Subpart G requirements.
  • Understand and outline the key elements to be implemented by the Production Organisation Approval Holder (POAH), including the Safety Management System (SMS).
  • Define the roles and responsibilities of the POA Holder in maintaining compliance with applicable regulations.
  • Differentiate between the privileges and obligations granted to a POAH under Subpart G.
  • Summarise the oversight responsibilities of the Competent Authority within EASA Member States in relation to approved production organisations.

Who should take this course

  • Managers and staff of applicants or holders of Production Organisation and staff of Competent Authorities who are responsible within the Competent Authority for the approval and oversight of these production organisations. Anyone interested in initial airworthiness.
  • Non-EASA Member State Aviation Authorities who would like to become familiar with the EASA production system or intend to implement such a system in their country, and production organizations in Non-EASA Member States intending to apply for an EASA Subpart G Production Organisation approval.

Pre-requisites

Participants are kindly requested to bring a laptop to the course to access course material which will only be provided in electronic format.
No specific knowledge and/or experience pre-requisites are required.
A basic understanding of the subjects dealt with in the training course is an advantage but not necessary.

Duration

2 days, both days starting at 09:00 and ending at approximately 17:00.
