Introduction
This course is an ICAO Training Package (ITP), developed by ICAO and JAA Training Organisation (JAA TO), using the competency-based training methodology (Doc 9941).
This ITP will provide Policy Advisors and Inspectors from Authorities, as well as Managers, Pilot Instructors, Pilot Examiners and other senior personnel from the industry, the necessary knowledge, skills and attitudes to apply the regulations of the European Union for competence of UAS/RPAS remote pilots in accordance with ICAO SARPs (International Remote Pilot Licence (RPL) in certified category, type #1, applicable from November 2022) based on Annex 1 to the Chicago Convention.
In addition, the ITP will provide competencies to apply the EU Regulations for personnel competence in the open and specific categories of UAS operations (i.e. Regulation 2019/947), including related responsibilities of UAS operators for training. These risk-based categories are aligned with the Foreword of Part IV of Annex 6 to Chicago Convention.
Finally, the ITP will provide participants with the competencies required to apply requirements for on-board pilots of VTOL Capable Aircraft (VCA; type #3 certified operations) based on EU Regulation 2024/1111.
Course Content
3 modules distributed over 3 consecutive days, including a group exercise and learning confirmation at the end of each module.
The topics covered by the course comprise:
- Module 1: apply rules and Acceptable Means of Compliance (AMCs) for the competence of UAS/RPAS/VCA pilots based on respective scope of ICAO provisions and regional regulations for UAS personnel
- Module 2: Assess compliance with main applicable requirements for Approved (or UAS) Training Organisations (ATO and UTO) and Qualified Entities (alias RAE - Recognised Assessment Entities), for RP training and assessment, including Instructors and Examiners (alias Assessors), on the basis of ICAO, JARUS and EU provisions.
- Module 3: Prepare responses to ICAO or EASA protocol questions during audits and inspection in the PEL area, in relation to UAS/RPAS
