Introduction
The ICAO Annex 9 – Facilitation is virtual classroom course that develops competencies relevant to staff from Civil Aviation Authorities (CAA) and border control authorities to deal collectively, in an inter-agency manner, with Annex 9’s facilitation provisions and support development and implementation of a National Air Transport Facilitation Programme (NATFP), National Air Transport Facilitation Committee (NATFC) and Airport Facilitation Committee.

Learning Objectives
At the end of the ICAO Annex 9 - Facilitation course, participants will be able to:
a) explain the facilitation-related Articles of the Chicago Convention contained in Annex 9;
b) describe the content of Annex 9 – Facilitation and explain specific provisions on entry and departure of passengers, cargo, mail, crews and aircrafts;
c) identify relevant stakeholders involved with or responsible for implementation of the National Air Transport Facilitation Programme;
d) describe the legal basis, content and structure of a National Air Transport Facilitation Programme based on the facilitation requirements of the Chicago Convention and of Annex 9 –Facilitation;
e) communicate the legal basis, composition and function of a National Air Transport Facilitation Committee;
f) describe the Annex 9 provisions related to Passenger Data Exchange Systems; and
g) draft a sample NATFP
Who should take this course Primary Target Population
Middle management level personnel in Civil Aviation Authority and relevant border control authorities responsible for and/or involved in establishing and implementing the NATFP and NATFC, such as Customs, immigration, health, quarantine, visa-issuing authorities, travel document-issuing authorities, and agencies responsible, e.g. for disability affairs, foreign affairs, law enforcement, etc.
Secondary Target Population
Middle management level personnel in charge of facilitation activities from aircraft operators, airport operators, ground handling agents.
Pre-requisites Entry Requirements
1. Proficiency in the English language;
2. Experience in the area of facilitation;
3. Computer literacy.

5 working days, starting at 9:00 and finishing at 17:00
