TPSC outlines initiatives to leverage facilitation among TPP Members – Leader roles and actionable proposals pitched to ICAO GAT

Schiphol-Rijk, The Netherlands. 02 November 2022 – In a two-day meeting, thirteen Members of the International Civil Aviation Organization (ICAO) TRAINAIR PLUS Steering Committee (TPSC) and ICAO Global Aviation Training Office (GAT) come together at JAA Training Organisation’s (JAA TO) headquarters for TPSC/12 to discuss updates by the ICAO Secretariat and GAT, and brainstorm on actionable proposals for the progress of training activities in the TRAINAIR PLUS Programme (TPP).
As TPSC Chair, Paula V. de Almeida, JAA TO CEO, welcomes fellow TPSC Members to the HQ after which important minutes from the last TPSC meeting are presented by ICAO GAT. Reviewing the status quo of ICAO training activity across the TPP regions, Members identified key areas for drafting actionable proposals to advance and tackle training challenges common across the various regions of the TPP community.
GAT and TPSC proposals are the subject of discussion in separate working groups which guide the way forward and mandate Members as well as ICAO GAT to coordinate analysis, delivery plans and implementation efforts with TPP Members of the regions. The two days of collaboration produce concrete output which sees the establishment of global and regional leaders for the ten ICAO areas to coordinate training needs and planning of upcoming training activities in liaison with ICAO GAT. These mechanisms seek to optimise the yearly global calendar of ICAO training products with training demands from the TPP community and tackle delivery issues in the regions. A series of marketing and outreach activities on regional and global level are proposed to assist Members in communicating and advertising training offers via the TPP network.

TPSC Members present in the Netherlands are JAA TO, Air Traffic and Navigation Services (ATNS/South Africa), Singapore Aviation Academy (SAA/Singapore), Agência Nacional de Aviação Civil (ANAC/Brazil), East African School of Aviation (EASA/Kenya), Airports Council International (ACI/Canada), Ecole Nationale de l'Aviation Civile (ENAC/France), Loumed Cabin Crew Training Center (LCCTC/Marocco), Nigerian College of Aviation Technology (NCAT/Nigeria), Incheon Airport Aviation Academy (IAAA/South Korea), Republican State-owned Enterprise “Kazaeronavigatsia” (Kazakhstan), and Saudi Academy of Civil Aviation (SACA/GACA/ Kingdom of Saudi Arabia) joined by ICAO GAT delegates Dr. Laura Camastra and Rolando Tamayo, Training Operations Coordinator and Instructional System Design Officer and virtual observers from Academia Superior de Ciencias Aeronáuticas (ASCA/ Dominican Republic).

The meeting is the second TPSC event of the year after Members met for TPSC/11 during ICAO’s Global Implementation Support Symposium (GISS) in Istanbul. The next TPSC/13 will occur during ICAO’s 2nd GISS, which will be held in Seoul from 29 May to 2 June 2023.
