Drone courses receive certification. Strong portfolio sets benchmarks for harmonised approach on drone requirements.

The Joint Authorities for Rulemaking on Unmanned Systems (JARUS) recognize the Unmanned Aircraft Systems (UAS) courses developed by the Joint Aviation Authorities Training Organisation (JAA TO). This recognition enables JAA TO to be the first training organisation in the world to apply this prestigious JARUS label for the existing four courses on UAS/Remotely Piloted Aircraft Systems (RPAS) in its portfolio.

Liu Hao, Acting Chair of JARUS, presented the recognition in April 2020 to both JAA TO and its UAS Faculty Manager and qualified instructor on drones Prof. Filippo Tomasello.

The following UAS courses in the JAA TO portfolio are now JARUS recognised:

  1. UAS-INI-Basics of European Regulations of Unmanned Aircraft Systems (UAS)
  2. UAS-SORA-Specific Operations Risk Assessment (SORA) for Unmanned Aircraft Systems (UAS)
  3. UAS-AWE-Airworthiness Requirements and Equipment for Unmanned Aircraft Systems (UAS)
  4. UAS-OPS-Professional Operations of Unmanned Aircraft Systems (UAS)

To date, these are the first and only JARUS-recognized training courses worldwide.

Supported by the Ministry of Infrastructure and Water Management in the Netherlands (Ministerie van Infrastructuur en Waterstaat), Prof. Tomasello’s contribution in the development of UAS courses for JAA TO and subsequent recognition by JARUS sets a highly-regarded portfolio precedent. In line with JARUS’ purpose, the recognised UAS courses serve the technical, safety and operational requirements for all aspects linked to the safe operation of UAS/RPAS underscoring the unique training quality of JAA TO and its expert instructors.

Prof. Filippo Tomasello, JAA TO’s UAS Faculty Manager, states the importance of recognition of the JAA TO courses: “JARUS is a group more than 60 National Aviation Authorities (NAAs) from five continents and two regional aviation safety organisations providing recommended requirements to facilitate each authority to develop their own regulations on civil drone safety. These requirements have already been widely transposed in the European Union (EU) by the Commission and the European Union Aviation Safety Agency (EASA.) Having these JAA TO UAS courses recognised is a great achievement and demonstrates the courses’ educational value and quality in supporting the global establishment of harmonised, safe and secure requirements for non-military drones.”

The JARUS recognition strengthens JAA TO’s training objectives and ambitions in the field of drones. JAA TO Director Ms. Paula V. de Almeida explains: “JARUS has recognized all four JAA TO training courses. This great acknowledgment confirms the training excellence JAA TO can deliver and perfectly complements the organisation’s mission in delivering highest quality solutions for capacitating aviation professionals and organisations globally.”

President of JAA TO Board Dr. Alessio Quaranta celebrates this additional recognition achieved by JAA TO: “This specific recognition and the available expertise on UAS/RPAS portrays the valuable contribution JAA TO is making to the JARUS community and its global stakeholders. This visibility and involvement further supports JAA TO’s pioneer status in aviation regulatory training, including the increasingly popular drone industry.”

JARUS recognition of UAS training quality standards supplements JAA TO’s training facilitation as the associated body of the European Civil Aviation Conference (ECAC). Training on UAS/RPAS regulation becomes more prominent as European regulatory frameworks will come into force.

Mr. Raúl Medina Caballero, Director General of Civil Aviation Spain and ECAC Focal Point for RPAS, welcomes the recognition as follows: “JAA TO’s training program on UAS supports the promotion and a harmonised development of the RPAS future in Europe at a strategic level. One of ECAC’s objective is to support the sharing of experiences and national policies and practices on RPAS. Effective implementation of this training programme, under the recognition of JARUS, can certainly facilitate this objective and will set a benchmark.”
