Introduction
The course will outline the overall regulatory framework of civil aviation and introduce delegates to the various regulatory bodies and the rules and laws made by them.
In particular the course will cover:
- An introduction to all the international organisations and what their role is in the international civil aviation world including the regulations and standards they produce and how these work together
- European Regulations
- Navigating the EASA web site and easy access documents
- How to ensure you have an up-to -date version of the easy access documents
- The EUR-LEX web site and how to navigate
- Introduction to the Basic regulation and implementing rules
- Example of an Airline and their approvals and certificates
- EU regulations not stemming from the EASA frame work

Learning Objectives
Upon completion of this course, participants will be able to:
- Provide a general description of the International and European Regulatory Structure in Civil Aviation, including its history, rulemaking and applicability.
- Navigate the EASA web site, the EUR-LEX web site and the skybrary (being able to download all the relevant documents and carrying out the checks to ensure they are up-to –date).
- Provide a general description of the EASA rule making programme and know where to find the relevant documents.
- Provide a general overview of the Regulatory Environment in Civil Aviation, including the role and competences of ICAO, ECAC, JAA, EASA, EUROCONTROL and the National Aviation Authorities.
- Have basic knowledge of the different approvals and certificates that are necessary or desirable when providing air services.
- Identify the major EU Aviation Regulations:
- (EC) 2018/1139: the EASA Basic Regulation
- (EC) 1008/2008: the ‘Aviation Regulation’ covering AOC and Licensing, leasing, Insurance and consumer protection requirements.
- (EC) 452/2014: Third Country Operator requirements.
- (EC) 261/2004: rights of the passengers.
Who should take this course
All those who require an overview of Aviation Regulations in Civil Aviation and have no previous knowledge of this area.
Pre-requisites
Participants are kindly requested to bring a laptop to the course to access course material which will only be provided in electronic format.
