Introduction

Security is critically important to the success of an aviation organisation’s business operations. A SeMS is an assurance system for security and provides the necessary organisational structure, accountabilities, policies and procedures to ensure effective oversight.

An effective aviation security management system (SeMS) will provide day-to-day assurance that all security risks have been systematically identified and mitigated. A SeMS provides assurance beyond regulatory compliance.

SeMS is not yet a mandated aviation security management process. However, if an organisation has a SeMS which contains all the elements in the SeMS framework which are taught in this course, then it will significantly help the organisation to meet the internal quality control provisions of articles 12.13 and 14 of EC 300/2008.

The course will demonstrate how learners can establish a formalised, risk-driven framework for integrating security into daily aviation operations and organisational culture. A SeMS will enable an aviation organisation to identify and address security gaps, risks, threats and weaknesses in a consistent and proactive way.

Course Content

The course is divided in Modules, each addressing the following topics:

Module 1: Introduction to Security Management Systems (SeMS)

  • History of security management
  • General principles and scopes of security vs safety
  • Approaches of security problems
  • SeMS in Aviation

Module 2: SeMS within the regulatory framework

  • International conventions
  • Legal/regulatory environment

Module 3: Threath against civil aviation

  • Threat on aviaton sector
  • Act of unlawful interference
  • Perpetrators and their modus operandi
  • Impact of unlawful interference on the organisation

Module 4: Threat and risk management

  • Overview of threats
  • Basic principles in taking measures
  • Classification and typologies of measures + Examples
  • Risk mitigation & supporting tools
  • Risk assessment process

Module 5: Quality control and performance monitoring

  • External & Internal quality control programme
  • Quality control audit programmes
  • Reporting procedures
  • Performance monitoring

Module 6: Security culture

  • Creating security culture
  • Security culture reporting system

Module 7: Management of emergencies and incidents

  • Contingency readiness
  • Emergency response plan
  • Mitigation and prevention

Module 8: Reflection & course evaluation

Learning Objectives

Upon completion of the training course, participants will be able to:

  • Identify and relate the components of the SeMS framework within the management system.
  • Understand the security legislative framework and the obligations and responsibilities involved. 
  • Identify and relate the (evolving) threat against civil avaition. 
  • Identify and apply a multi-agency threat and risk management process within the aviation sector, including the management of change 
  • Make decisions about quality control and continuous performance monitoring. 
  • Value the importance of security awareness training and communication to improve security culture.
  • Prepare incident response processes for dealing with aviation security incidents and emergencies.

Pre-requisites

  • Participants should have a basic understanding of aviation security terminology & processes. 
  • Participants are kindly requested to bring a laptop to the course to access course materials.
  • Training course delivery will be in the English language.
