Introduction
This course covering Air Crew requirements is aimed at National Aviation Authority Inspectors, but it is also applicable for staff members of AOC holders and training organizations. The course will familiarize participants with the relevant parts of the 3 regulations covered, which are mentioned below. It will also give a more thorough understanding of the topics that are especially relevant for Inspectors.
The reference regulations for the course are:
- EC Regulation 216/2008 - Basic Regulation
- EU Regulation 628/2013 - EASA working methods inspections/monitoring
- EU Regulation 1178/2011 - Air Crew
- All amending regulations.
Course Content
The course syllabus includes the items contained in the EASA document “course syllabus for National Aviation Authorities’ Inspectors – Air Crew/Licensing”. The additional items will be covered in general and are considered important in order to have a substantial knowledge of the regulations.
Detailed Syllabus
1. Basic Regulation EU 2018/1139 of 4th July 2018 on common rules in the field of civil aviation and establishing a European Union Aviation Safety Agency.
A full overview of the Basic regulation is delivered during one day of this course, that will provide delegates with sufficient foundation knowledge regarding the development, promulgation and topical structure of EU regulations pertaining to Aviation.
2. Regulation (EU) No 628/2013 of 28 June 2013 on working methods of the European Aviation Safety Agency for conducting standardisation inspections and for monitoring the application of the rules of Regulation (EC) No 216/2008 (now 2018/1139) of the European Parliament and of the Council and its amendments.
The training for this topic will overview all of the working methods required to be followed by EASA for the purposes of standardisation of the implementation of Aviation regulations across the EASA member states.
3. Regulation (EU) No 1178/2011 of 3 November 2011 laying down technical requirements and administrative procedures related to civil aviation aircrew pursuant to Regulation (EC) No 216/2008 of the European Parliament and of the Council.
This part of the course covers in detail the eight annexes of the Aircrew Regulation. It incorporates the original iteration of the Commission Regulation (EU) no 1178/2011 and the thirteen subsequent amendments up to and including the Commission Delegated Regulation (EU) 2020/723.

Pre-requisites
A desire to get an understanding of basic auditing requirements for the Air Crew regulation.
Note: Participants are kindly requested to bring a laptop to the course to access course material which will only be provided in electronic format. The training material will be provided electronically and access to this information is required for some elements of the course.
An optional JAA TO examination is available for this course. Candidates who pass a JAA TO Examination, receive an ECAC/JAA TO Certificate of Accomplishment.
Duration
5 days, starting at 09:00 and ending at approx. 17:00 on the first 4 days and 14:00 on the last day to allow for exams/testing for the remainder of the afternoon - examination fee included in the course fee.
