Introduction

In the context of a total aviation system, the European Union has progressively extended the tasks of the European Aviation Safety Agency (EASA) to all fields of civil aviation. As such, this course aims to describe:

  • The EU regulatory framework and its decision making process in civil aviation (co-decision and comitology);
  • The EASA rulemaking procedure, and the specific measures at the disposal of the Agency (Certification specifications, Acceptable Means of Compliance and Guidance Material);
  • The main regulatory provisions contained in regulation No. 216/2008 (referred to as the basic regulation - BR), as amended by Regulations No. 1108/2009 and No. 690/2009; and
  • The responsibilities of the main players in civil aviation (ICAO, EU institutions, EASA, National Aviation Authorities, design, maintenance and production organisations, aerodromes, ATM/ANS providers, etc.).

Course Content

In cooperation with IANS Luxembourg, we are pleased to provide this course.

Besides the mentioned in the Introduction, the course also describes, in broad terms, the current implementing rules (IRs) to the basic regulation in all fields of civil aviation, with a particular focus on the most recent ones (for example in ATM/ANS), and the status of ongoing regulatory developments (for example in the fields of aerodrome and flight operations).

 

Learning Objectives

After completing the course, participants will have a detailed awareness of:

  • The EU regulatory framework and its decision making process in civil aviation
  • The EASA rulemaking procedure, and the specific measures at the disposal of the Agency (Certification specifications, Acceptable Means of Compliance and Guidance Material)
  • The responsibilities of EASA
  • The main regulatory provisions contained in regulation No. 216/2008 (referred to as the basic regulation - BR), as amended by Regulations No. 1108/2009 and No. 690/2009.
  • The roles and responsibilities of the main players in civil aviation (ICAO, EU institutions, EASA, National Aviation Authorities, design, maintenance and production organisations, aerodromes, ATM/ANS providers, etc.)

  • National Aviation Authorities, National Supervisory Authorities (NSAs);
  • ATM/ANS providers and ATM/ANS manufacturers;
  • Aerodrome operators and authorities (including from third countries);
  • Personnel of Training Organisations (pilots, air traffic controllers, maintenance staff, etc.);
  • Airlines;
  • Design, production and maintenance organisations of aeronautical products.
