Introduction

EU regulations impact competent authorities, commercial and non-commercial helicopter operators. Additionally, Member States may also decide to apply the relevant provisions of the new basic regulation 2018/1139 to public interest activities such as firefighting, police, border control & customs, SAR.

This course reviews the structure and basic principles of the relevant regulations and covers the detailed scope of the requirements and future ruilemaking deveopments. It is designed to provide continuity and refresher training for those involved in all helicopter operations activities.

Course Content

  • EASA and the new Basic Regulation (EU) 2018/1139, Regulation (EU) 965/2012,  Regulation Aircrew (EU) 1178/2011 – current regulatory structure, review of amendments and future rulemaking tasks.
  • ‘Opt-in’ option to Regulation (EU) 2018/1139 by Member States for specific ‘state’ activities.
  • Compliance monitoring programme evaluation.
  • Audit programme case studies and corrective action implementation.
  • SMS evaluation and integration within the management system including FDM, Data Management, EFB, Management of Change.
  • ERP - workshop on ERP preparation, review of plans and case-study. Relationship of ERP to SMS.
  • EFB - programme evaluation.
  • FRMS and FTL requirements – commercial and non-commercial operations.
  • Part-SPA, Specific approvals and management processes (e.g. HEMS, HOFO, NVIS etc..).
  • Part SPO.

Learning Objectives

  • Define and summarize the compliance requirements for conducting commercial and non-commercial helicopter operations.
  • Identify and review the applicable helicopter regulatory requirements, amendments and future developments applicable to their specific organisation.
  • Evaluate the effectiveness of the Safety and Compliance monitoring programme.
  • Define and illustrate aviation regulatory requirements for personnel with responsibility for contracting specific activities to helicopter service providers (e.g. HEMS, Firefighting and Border Guard activities).

Who should take this course

  • Helicopter operator management team personnel (AOC/NCC/NCO/SPA/SPO).
  • Non-aviation personnel involved in the contracting of activities (‘State’ and commercial) to helicopter service providers.
  • Competent Authority staff.

Pre-requisites

Essential:

  • Knowledge of management processes in accordance with ORO.GEN.200.
  • Familiar with operators Operations Manual content and connection with Regulation (EU) 965/2012.

Desirable:

  • Management experience with Helicopter Operator (AOC/NCC/NCO/SPA/SPO).
  • Completion of introductory EASA Air Operations for Helicopters training course.

Duration

3 days - each day will commence at 09.00 and ending at approximately 17:00, with appropriate refreshment breaks.
