Introduction

A 2-day virtual training workshop designed for Competent Authority personnel to highlight the complexities and challenges of effectively managing the processes of Certification, Oversight & Enforcement during the COVID-19 pandemic as Operators and Organisations maintain restricted operations or move towards a resumption of normal operations. This virtual workshop will provide the delegate with the skills set to face these regulatory challenges and develop effective solutions in accordance with ICAO Standards and Recommended Practices in addition to European (EASA) Regulatory requirements. 

This course is presented in two modules, each of one day’s duration. Delegates can register for one or both modules as required.

Course Content

The course covers, in detail, the following:

Module 1 

  • Impact of the COVID-19 Pandemic on Aviation and specifically the Oversight process
  • ICAO Annex 19 SMS Overview as related to the Safety Oversight of Service Providers
  • Risk Based on oversight during the Pandemic.
  • Deviations from Regulations to ensure continuity/safety
  • Challenges that must be managed 

Module 2 

  • COVID-19 Security Issues
  • Identification of Risks related to the oversight of organisations due to the COVID-19 pandemic
    • Equipment/Systems
    • Human Factors
    • Organisational Culture
    • Operating Environment
    • Procedures
  • Oversight requirements for return to Normal Operations

Learning Objectives

On completion of these virtual course modules, the delegate will have attained the Knowledge, Skills and Attitudes to allow them to understand and competently manage the topics as described in the previous paragraph. 

Who should take this course

Competent Authority Inspectors (qualified or in training) responsible for the oversight of Air Operators (AOC, NCC, SPO), Training Organisations (ATO/DTO) and Airworthiness Organisations (Part M/145). 

Pre-requisites

Knowledge of the relevant ICAO Annexes specific to the delegate's area of oversight, e.g. Annex 1, Personnel Licensing; Annex 6 - Operation of Aircraft; Annex 8 - Airworthiness of Aircraft.

In addition, familiarity with the ICAO Annex 19 - SMS, the ICAO Oversight Manual - Document 9734 and the ICAO Safety Management Manual - 9859 would be beneficial.

Also, as applicable to the delegate's responsibility, familiarity with the European Union regulations pertaining to Aircrew (1178/2011), Air Operations (965/2012) or Airworthiness (1321/2014) as applicable, is required.
