Introduction

This course is an ICAO Training Package (ITP), developed by ICAO and JAA Training Organisation (JAA TO), using the competency-based training methodology (Doc 9941).

This ITP is based on ICAO Standards and Recommended Practices (SARPs) in Annex 1 (Personnel Licencing) to the Chicago Convention, including Amendment 175 (i.e. Remote Pilot Licence – RPL), applicable from November 2022.

The course also covers common European rules (i.e. Regulation 2019/947) supplementing the ICAO provisions for Remote Pilots (RP) for domestic operations (i.e. Urban Air Mobility with VTOLs) as well as for the competence of RPs in the open and specific category.

This course is the first ICAO ITP in the field of UAS. It will enable participants to apply the envisaged European Regulations concerning licensing of RP, based on Amendment 175 to ICAO Annex 1 and Amendment 6 to the 2^nd edition of ICAO PANS-TRG (Doc. 9868).

Course Content

3 modules distributed over 3 consecutive days, including a group exercise and learning confirmation at the end of each module.

The topics covered by the course comprise:

• Module 1: develop rules and Acceptable Means of Compliance (AMCs) for the competence of RP; respective scope of ICAO provisions and national regulations for UAS personnel; gap analysis and drafting regulations on UAS personnel
• Module 2: responding to ICAO and EASA audits and inspections in the Personnel Licensing (PEL) area with respect to UAS
• Module 3: accredit organisations and examiners for the training of RPs; process the application from organisations or examiners; accredit training organisations and examiners involved in the training of RPs; accredit qualified entities involved in the training of RPs

Learning Objectives

This ITP will provide policy advisors and inspectors from authorities, as well as managers, RP instructors, RP examiners and other senior personnel from industry with the necessary knowledge, skills and attitudes to apply the regulations of the European Union for the competence of remote pilots in accordance with ICAO SARPS (Amendment 175 to Annex 1).

Upon successful completion of this course, participants will be able to:

1. Transpose Amendment 175 to Annex 1, concerning Remote Pilot Licence (RPL), which is Competency-Based Training and Assessment (CBTA), into regulations applicable in the States
2. Apply the EASA provisions on the competence of personnel for UAS operations
3. Implement the CBTA process for training of RPs in all categories of UAS operations, including accreditation of the organisations and examiners

Aviation professionals, inspectors of CAAs, notified bodies or qualified entities, UAS operators, managers of UAS training organisations, instructors and examiners for RPs feeling the need to receive essential information on the competence of RPs.

• Middle managers, course developers and aviation professionals desiring to receive detailed information on the international standards and EU rules applicable to the competence of personnel involved in civil UAS operations
• Entrepreneurs involved in drones and wishing to expand their activity in the area of training and verification of competence

Pre-requisites

 Essential:

• Good command of English language
• Essential knowledge of ICAO Annex 1
• Essential knowledge of EC Regulation 1178/2011
• University graduation (bachelor), or 3 years of experience in traditional aviation, or 1 year of experience on drones

  

Desirable:

• Good understanding of the respective roles of institutions, agencies and other entities involved in regulating drones; and
• Having attended the course RPAS-INI
